PURPOSE OF THE ROLE
The District Technical Officer – Global Health Security (GHS) provides technical support and operational guidance to district health authorities, health facility staff, and community structures in implementing EpiC-GHS project activities. Based in Angoche or Nacala Porto, the position focuses on strengthening disease surveillance, event-based surveillance, case detection, outbreak preparedness and response, infection prevention and control (IPC), and health emergency management at the district level.
KEY PERFORMANCE AREAS & DUTIES
- Technical Assistance & Capacity Building: Provide technical support to the District Service for Health, Women, and Social Action (SDSMAS) and health facility staff to strengthen disease detection, notification, reporting, case investigation, and response.
- Surveillance Data Quality & Management: Support routine data review and analysis to identify disease trends, gaps, alerts, and priority areas requiring corrective action. Improve the timeliness, completeness, and quality of district surveillance data.
- Mentorship & Supervision: Conduct routine follow-up visits and mentorship to health facility teams to ensure activities align with national guidelines, Standard Operating Procedures (SOPs), and project workplans.
- Outbreak Preparedness & Emergency Response: Assist district emergency response teams during active public health outbreaks and emergencies within the scope of the EpiC-GHS project.
- Program Reporting & Documentation: Collect field data and prepare periodic technical reports, documentation of best practices, and inputs for quarterly/annual reports.
Requisitos
Education & Qualifications:
- Bachelor’s degree (or international equivalent) in Public Health, Health Sciences, Medicine, Nursing, Epidemiology, Environmental Health, Laboratory Sciences, Health Administration, or a related field.
Professional Experience:
- Minimum of 2 years of relevant experience in public health, disease surveillance, health emergency preparedness, IPC, or health information systems.
- Demonstrated experience working with government health structures, specifically at district or health facility levels in Mozambique.
- Previous experience with NGOs, government agencies, or health institutions.
Technical Skills & Competencies:
- Sound understanding of Mozambique’s national health system and public health surveillance frameworks.
- Ability to collect, analyze, interpret, and present health and project data.
Language Skills:
- Professional fluency in Portuguese is required.
- Knowledge of local languages spoken in Nampula Province is an advantage.
Mobility:
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Teams).
- Valid motorbike driving license and willingness to ride a motorbike is a strong advantage.
- Ability and willingness to travel regularly (25–50%) across assigned districts, health facilities, and remote communities.
