PURPOSE OF THE ROLE
The Provincial Technical Officer – Surveillance provides technical leadership and operational support in implementing Global Health Security surveillance activities under the EpiC GHS Project in Nampula Province. Working closely with the Provincial Health Directorate (DPS) and Provincial Health Services (SPS), the position drives mentorship, multi-sectoral One Health coordination, and capacity strengthening to enhance disease surveillance, outbreak preparedness, and emergency response across supported districts.
KEY PERFORMANCE AREAS & DUTIES
- Technical Implementation & Coordination: Support provincial health teams (DPS/SPS) in mapping surveillance data flows, conducting gap analyses, and integrating national reporting systems. Facilitate Technical Working Groups (TWGs) and foster One Health collaboration across human, animal, and environmental health sectors.
- Outbreak Preparedness & Emergency Response: Assist in conducting simulation exercises, training Rapid Response Teams, leading field outbreak investigations, and supporting Provincial Health Emergency Operations.
- Capacity Strengthening & Mentorship: Mentor district and facility health personnel on data collection, reporting, and surveillance tools. Build local capacity to utilize DHIS2 and Excel dashboards for data-driven decision-making.
- Partnerships & Representation: Maintain strategic partnerships with local health authorities, implementing partners, and community stakeholders while documenting project achievements and lessons learned for national policy alignment.
Requisitos
Education & Certifications:
– Bachelor’s degree (minimum) in Public Health, Epidemiology, Data Sciences, or a related discipline.
– Specialized training in outbreak investigation, emergency management (IMS), or Infection Prevention and Control (IPC) is highly desirable.
• Professional Experience:
– Minimum of 4 years of relevant experience in public health, epidemiology, or health emergency response.
– Proven track record of coordinating outbreak response activities at provincial or district levels in Mozambique.
– Prior experience working within NGOs or government health entities in direct collaboration with DPS/SPS.
– Background in USG-funded or major international donor health security programs is strongly preferred.
• Technical & Linguistic Skills:
– High proficiency in health data analysis and reporting platforms (MS Excel and DHIS2).
– Native/Fluent proficiency in Portuguese (required) and working proficiency in English (preferred).
• Mobility: Willingness and ability to travel frequently to districts across Nampula Province (25–50% travel time).
