PURPOSE OF THE ROLE
The Provincial Technical Officer – Outbreak Response provides technical leadership and operational support for outbreak preparedness, detection, and response across provincial and district levels in Nampula. The position strengthens the functionality of the Provincial Public Health Emergency Operations Center (PHEOC) and ensures effective application of the Incident Management System (IMS). The role focuses on building capacity, leading simulation exercises, resource mapping, emergency stock management, surge planning, and providing real-time outbreak response support to achieve 7-1-7 targets for timely detection, notification, and response.
KEY PERFORMANCE AREAS & DUTIES
- PHEOC & IMS Technical Leadership: Strengthen the functionality of the provincial PHEOC; develop and adapt SOPs, incident reporting forms, and logging systems; support the activation, coordination, and deactivation of IMS structures during emergencies.
- Capacity Strengthening & Simulation Exercises: Plan and facilitate Public Health Emergency Management trainings, simulation exercises, table-top scenarios, and After-Action Reviews (AARs) in collaboration with MISAU, INS, CDC, and partners. Apply Total Quality Leadership and Accountability (TQLA) principles.
- Outbreak Resource Mapping & Stock Management: Coordinate resource mapping and needs assessments across Nampula; assist in managing emergency stockpiles, inventory tracking, and establishing pre-positioning and deployment protocols.
- Surge Capacity & Response Coordination: Support guidelines for activating isolation and surge capacity sites; provide direct technical and coordination support during active priority disease outbreaks; track response metrics aligned with 7-1-7 targets.
- Multisectoral Partnerships & One Health: Represent EpiC GHS on provincial health emergency committees, IPC committees, and One Health taskforces, collaborating with human, animal, and environmental health sectors.
Requisitos
Education & Qualifications:
- Bachelor’s degree (minimum) in Public Health, Epidemiology, Emergency Management, or a related field.
- Specialized training in outbreak investigation, emergency response, Incident Management Systems (IMS), or Infection Prevention and Control (IPC) is a strong asset.
Professional Experience:
- Minimum of 4 years of relevant experience in public health, epidemiology, emergency management, or health security programs.
- Proven track record supporting or coordinating field-based outbreak responses at provincial or district levels in Mozambique.
- Demonstrated experience working closely with provincial health authorities (DPS/SPS) and supporting emergency coordination mechanisms.
- Experience mentoring government staff and facilitating simulation exercises/AARs.
- Prior experience with USG-funded or major donor health emergency/security initiatives is preferred.
Technical Skills & Competencies:
- In-depth understanding of IDSR, PHEOC operational standards, and IPC principles.
- Strong capacity to analyze outbreak data, line lists, epidemic curves, and generate situation reports using MS Excel and routine reporting tools.
- Fluency in Portuguese (required) and working proficiency in English (preferred).
Mobility:
- Ability and willingness to travel regularly (25–50%) across districts in Nampula Province and occasionally to Maputo.
