C&P Business Services Manager, Maputo, Mozambique

PURPOSE OF THE ROLE

• The C&P Business Services Manager is responsible for organizing, managing, and controlling the Contracts and Procurement function for the Business Services entity. The role guarantees procurement quality in terms of time, quality, and costs, while promoting process improvement, driving cost optimization, ensuring compliance, and creating a competitive, transparent procurement environment.

KEY PERFORMANCE AREAS & DUTIES

• Business Services & C&P Operations: Organize and control daily C&P activities for areas including IT/TAS, QA/QC, and Maputo Buildings (office and housing complex). Assist partner entities, participate in procurement planning, and directly manage complex technical contracts and purchase orders.
• Contracts Committee & Strategy: Organize and manage the Contracts Committee, deciding on appropriate, transparent, and justified contracting strategies.
• Cost Optimization & Process Improvement: Lead cost reduction drives using market intelligence, supplier qualifications, cost models, and target prices. Establish continuous improvement across C&P practices, procedures, and reference documentation.
• Compliance, Ethics & Dispute Settlement: Ensure adherence to company C&P policies, Code of Conduct, partner agreements, and applicable laws. Validate contractual documents, perform selective contractual audits, and intervene in lawsuit settlements with Legal, Insurance, and Finance teams.
• Team Management & Training: Coordinate C&P team workloads, oversee recruitment and competence assessments for contracted staff, and deliver C&P induction training for newly recruited personnel.
• H3SE Rules & Safety: Drive employee awareness and guidance on HSE rules, maintain emergency safety procedures, perform regular inspections, and report/investigate incidents and near-misses.

Education: Master’s degree in Supply Chain, English, Project Management, or an equivalent level.

Experience:

• Minimum of 10 years of experience with operational exposure.
• Minimum of 2 years of direct experience in the technical contracts domain.
• Proven international experience with a solid understanding of core operational activities and cross-branch issues.

Technical Skills & Certifications:

• Advanced Contracts and Procurement technical competencies.
• Advanced certification in C&P tools is required.
• Mandatory capacity to train newly recruited C&P personnel with the C&P Induction program.
• Management & Soft Skills: Advanced management, human relations, problem-solving, planning, organizing, coordinating, controlling, and excellent negotiation skills.
• Languages: Full fluency in both Portuguese and English (written and spoken).
