The Finance Officer Sr supports the implementation of the Country Program’s (CP) financial management systems, policies, and procedures in alignment with CRS accounting standards, GAAP, donor regulations, and local laws. The role consolidates financial processes—including transaction reviews, account analysis, compliance monitoring, and financial reporting—while providing technical guidance to field finance staff and strengthening subrecipient capacity.
Key Responsibilities:
Transaction Review & Accounting: Review and validate supporting documentation for accuracy and authorization prior to processing; record transactions in the SunSystems financial accounting package; analyze accounts to detect and correct irregularities.
Financial Oversight & Reporting: Prepare periodic and ad hoc financial reports, perform variance analyses, and monitor disbursement and receipt schedules.
Subrecipient Capacity Strengthening: Evaluate and monitor subrecipient financial management processes according to policy, offering guidance to partner organizations on financial accounting and compliance.
Treasury & Internal Controls: Perform assigned treasury duties (cash forecasting, payments, and receipts) ensuring proper segregation of duties and maintaining strong internal controls.
Requisitos
Educational Background: Bachelor’s degree in Accounting, Finance, Economics, Business Administration (with accounting coursework), or a professional accounting qualification (CPA/ACCA or equivalent).
Professional Experience: Minimum of 5 years of experience in INGOs, local NGOs, or financial/banking institutions.
Technical Skills & Systems:
Proficient in MS Office packages (Excel, Word, PowerPoint, Visio) and web conferencing applications.
Preferred knowledge of public donor regulations and financial reporting software (specifically SunSystems).
Languages & Mobility: Proficiency in English and Portuguese is required. Willingness and ability to travel up to 50%.
