PURPOSE OF THE ROLE
The Senior Program Officer (SPO) serves as a core member of the EpiC WASH team in Mozambique, providing day-to-day coordination, tracking, and quality assurance support to ensure technical assistance activities are delivered on time, meet required standards, and comply with donor requirements and organizational policies. Reporting to the Senior Technical Advisor – WASH (STA-WASH), the position acts as the operational link between technical staff, sub-partners, and internal finance, operations, and M&E teams.
KEY PERFORMANCE AREAS & DUTIES
- Program Management & Coordination: Provide project management support to the EpiC WASH team, tracking workplan progress, coordinating technical staff, consultants, and sub-partners, and ensuring timely execution of deliverables.
- Subaward Design & Management: Lead the establishment of in-country subawards, defining selection processes, ensuring programmatic alignment across budgets, scopes of work, and M&E frameworks, and drafting negotiation memoranda and justification documentation.
- Monitoring & Documentation: Develop and maintain tracking tools, monitor subaward performance, synthesize project progress for senior management, and maintain proper physical and electronic filing systems for all project records.
- Operational & Technical Support: Serve as the primary operational contact for the project, support report generation, contribute to technical inputs for resource mobilization proposals, and assist with operational needs under EpiC GHS as requested.
- Capacity Building & Representation: Represent EpiC in stakeholder coordination platforms and partner meetings, and support capacity-building initiatives for staff and sub-partners through training and mentoring.
Requisitos
Education:
- Bachelor’s Degree or International Equivalent in Social Sciences, Development Studies, Economic Development, Education, Business, or related fields. Project Management Certification is preferred.
Experience:
- Minimum of 6+ years of relevant experience applying project management principles and practices.
- Prior experience working on USG-funded health or development projects with an NGO, government agency, or private firm is required.
- Demonstrated experience designing and managing in-country subawards (including program descriptions, budgets, M&E frameworks, and negotiation memoranda).
- Technical Skills & Competencies:Comprehensive knowledge of project management theories, process development, and tracking tools (e.g., workplan trackers, deliverable matrices).
- Sound judgment in risk identification and escalation, with strong attention to detail and ability to hold peers accountable in a solutions-oriented manner. Proven experience collaborating closely with internal operations, finance, and M&E teams.
- Languages: Fluency in spoken and written English and Portuguese.
- Travel Requirements: Up to 20% travel.
