PURPOSE OF THE ROLE

The Senior Project Lead provides strategic and operational leadership for the implementation of the EKN HIV Instrument Project in Mozambique and serves as the senior in-country representative for the project. The role is accountable for country programme performance, delivery of programme outcomes, operational effectiveness, stakeholder engagement, government collaboration, resource stewardship, and leadership of the Mozambique project team, with particular strategic oversight of the AGYW (Adolescent Girls and Young Women) programme.

• KEY PERFORMANCE AREAS & DUTIES
  Strategic Leadership & Project Delivery: Lead the development and execution of country implementation strategies, workplans, and operational priorities to ensure delivery of project outcomes, targets, and milestones. Overseas integration of HIV prevention, SRHR, GBV, and psychosocial support tailored to AGYW needs using the m2m peer-led model.
• Programme Quality & Results Management: Provide senior oversight of quality and fidelity of the m2m AGYW implementation model. Promote effective use of programme data and evidence to lead continuous improvement, performance reviews, and accurate donor reporting.
• Government, Donor & External Representation: Serve as the senior in-country representative for the EKN programme, maintaining strategic relationships with the Embassy of the Netherlands, Ministry of Health (MOH), government stakeholders, and civil society partners.
• Financial Stewardship & Operations: Oversee country programme operations, monitor budget performance, ensure effective resource allocation, and maintain compliance with organisational policies and donor requirements.
• People Leadership & Risk Management: Lead, coach, and develop programme managers and field staff. Ensure effective management of programme, operational, safeguarding, and compliance risks across all operations.

• Education: Master’s Degree in Public Health, International Development, Health Systems, Social Sciences, Programme Management, Business Administration, or a related field.
• Experience:Minimum of 10 years of progressively responsible experience in public health, international development, or donor-funded programmes.
• Significant experience leading complex programme implementation and managing multidisciplinary teams.
• Demonstrated experience in engaging senior government stakeholders, bilateral donors, and development partners.
• Experience working within HIV, SRHR, AGYW, AYP, or community health sectors.
• Competencies & Skills: Strategic programme leadership, results-based management, financial stewardship, risk management, and health systems strengthening knowledge.
• Nice-to-Have Requirements: Additional qualification in HIV/AIDS, SRHR, Community Health, or Project Management; experience working in Mozambique; direct experience with embassy-funded programmes (e.g., EKN) or large-scale community service delivery.
