PURPOSE OF THE ROLE
The Technical Officer (Laboratory Systems) provides technical and operational support to the EpiC Laboratory Specialist in implementing laboratory systems strengthening, biosafety, biosecurity, and quality management activities across Mozambique. Based in Maputo, the Officer works closely with national public health and veterinary institutions (MISAU, INS, MAAP, DINASAB, IIAM, CVL) and provincial laboratories to strengthen diagnostic capacity, sample referral networks, laboratory information management, and outbreak surge readiness aligned with Global Health Security and One Health objectives.
KEY PERFORMANCE AREAS & DUTIES
- Technical Support & Biosafety/Biosecurity: Assist with laboratory risk assessments, biosafety/biosecurity compliance, specimen transport management, sample referral systems, and laboratory surge capacity during outbreak investigations.
- Laboratory Quality Management Systems (LQMS): Support implementation of ISO/IEC 17025, ISO 15189, SLIPTA, and SLMTA standards, including baseline assessments, document reviews, internal audits, corrective actions, and accreditation readiness.
- Procurement & Information Systems: Provide technical specifications for lab equipment and reagents, support evaluation and commissioning, and assist with integrating laboratory data into national surveillance platforms.
- Workforce Development & Mentorship: Plan and deliver laboratory training programs (including Training of Trainers – ToT), conduct supportive supervision visits to provincial and district labs, and monitor quality improvement plans.
- Reporting & Coordination: Coordinate with government counterparts and consortium partners (Right to Care, Palladium, PSI), preparing technical progress reports, procurement trackers, and donor deliverables.
Requisitos
Education & Qualifications:
- Bachelor’s degree in Veterinary Medicine, Medical Laboratory Science, Biomedical Science, Microbiology, or a related health/laboratory science discipline.
Professional Experience:
- Minimum of 4 years of progressively responsible professional experience in laboratory systems strengthening, laboratory quality management, or public health/veterinary laboratories.
- Hands-on laboratory operations experience (microbiology, molecular diagnostics, or diagnostic service delivery).
- Demonstrated experience conducting lab assessments, implementing LQMS/accreditation pathways, and overseeing equipment procurement or installation.
- Proven track record in donor-funded technical reporting, workplan execution, and program monitoring.
Technical Skills & Competencies:
- Knowledge of ISO standards (15189 / 17025), SLIPTA/SLMTA frameworks, biosafety/biosecurity protocols, and sample transport networks.
- Strong project management, budget tracking, analytical, and report-writing capabilities.
- Fluency in Portuguese (required) and professional working proficiency in English (required).
Mobility:
- Willingness and ability to travel domestically (10–25%) to provincial and district laboratories across Mozambique.
