Technical Officer – Stock Pre-Positioning, Maputo, Mozambique

PURPOSE OF THE ROLE
The Technical Officer – Stock Pre-Positioning supports the implementation of activities related to emergency preparedness commodities, operational readiness, and outbreak response logistics under the EpiC Global Health Security (GHS) project in Mozambique. Based in Maputo and reporting to the Global Health Security Expert, the Technical Officer works closely with MISAU, INS, provincial health authorities, Right to Care (RTC), and other consortium partners to ensure critical outbreak response commodities are accurately quantified, tracked, strategically positioned, and rapidly deployed during public health emergencies.

KEY PERFORMANCE AREAS & DUTIES

• Emergency Commodity Planning & Quantification: Support quantification exercises, forecasting, and requirement definitions for priority outbreak response commodities, equipment, and health supplies.
• Commodity Tracking & Inventory Control: Establish and maintain robust tracking systems for project-supported emergency supplies; monitor stock levels, storage sites, expiry dates, stock movements, and replenishment needs.
• Stock Pre-Positioning & Rapid Deployment: Plan and coordinate the strategic pre-positioning and rapid deployment of emergency commodities based on provincial risk profiles and outbreak priorities.
• Capacity Strengthening & Coordination: Engage in technical working groups and coordination meetings with MISAU, INS, and provincial teams; facilitate training and mentorship on emergency commodity management and operational readiness.

Education & Qualifications:

• Bachelor’s degree (minimum) in Public Health, Pharmacy, Supply Chain Management, Logistics, Health Systems Management, Emergency Management, or a related field.
• Master’s degree preferred.

Professional Experience:

• Minimum of 4 years of relevant professional experience in public health, emergency preparedness, outbreak response logistics, or supply chain management.
• Direct experience managing health, laboratory, or emergency commodities within government health systems in Mozambique (MISAU/INS), NGOs, or private sector environments.
• Proven background in program management, workplan execution, and technical report writing under donor-funded initiatives.

Technical Skills & Competencies:

• Practical understanding of supply chain tracking, quantification tools, inventory management, and rapid deployment procedures during health emergencies.
• Strong analytical skills for stock monitoring, gap identification, and reporting using MS Office 365 (Excel, SharePoint, Teams).
• Excellent interpersonal and communication skills in Portuguese and English.

Mobility:

• High willingness and ability to travel domestically across Mozambique (55–60% travel required).
