WASH/IPC Technical Advisor, Maputo, Mozambique

• The WASH/IPC Technical Advisor provides strategic and operational leadership to coordinate, implement, and monitor WASH activities across the MCGL and RISE OVC projects. The position acts as the primary focal point linking implementing partners, the Ministry of Health (MISAU), provincial/district health directorates, donors, and key stakeholders to align project execution with national policies and donor guidelines.
• Strategic Coordination & Partnership Management:
• Lead multi-partner WASH project coordination to ensure technical quality, timely delivery, and alignment with national standards.
• Review, adapt, and validate Standard Operating Procedures (SOPs), monitoring tools, training curricula, and Social and Behavior Change (SBC) materials.
• Facilitate regular partner coordination meetings and track progress against work plan targets.
• Government Engagement & Health Systems Strengthening:
• Serve as the principal liaison to MISAU, Provincial Health Directorates (DPS), District Health Services (SDSMAS), and Environmental Health Departments.
• Build institutional and technical capacity of government counterparts through technical assistance, joint planning, and systems strengthening.
• Represent the project in national and subnational technical working groups and WASH/IPC forums.
• Program Integration & Technical Oversight:
• Promote integration between community WASH interventions and health facility WASH/IPC activities (including Human Milk Banks – HMB).
• Provide technical guidance to the Project WASH Technical Lead, track project milestones, and recommend corrective action plans.
• Lead capacity strengthening initiatives using WASH-FIT, Training of Trainers (ToT), mentorship, and supportive supervision.
• Monitoring, Evaluation & Knowledge Management:
• Establish systems to monitor WASH/IPC indicators, budget execution, partner performance, and project outcomes.
• Consolidate technical inputs for monthly, quarterly, and annual donor reports, documenting best practices, innovations, and lessons learned.

• Master’s degree in Public Health, Environmental Health, Environmental Sciences, WASH, Health Systems Management, International Development, or a related field.
• (Note: A Bachelor’s degree combined with significant relevant experience may be considered).
• Experience:
• Minimum of 8 years of progressively responsible professional experience managing or coordinating WASH, public health, or health systems strengthening programs.
• At least 5 years of experience in donor-funded international development projects (e.g., USG, CDC, World Bank, UNICEF).
• Direct experience working alongside MISAU and subnational government structures in resource-constrained settings.
• Proven track record in facilitating technical working groups, leading multi-partner coordination, and preparing high-level technical reports.
• Technical Skills & Languages:
• In-depth knowledge of community and healthcare facility WASH programming, IPC, WASH-FIT, and national public health systems.
• Proficiency in Microsoft Office Suite and collaborative tools (MS Teams).
• Fluency in both written and spoken English and Portuguese is required.
