HSSE Officer, Balama, Cabo Delgado Province, Mozambique

PURPOSE OF THE ROLE

The Health, Safety & Environmental (HSE) Officer supports the implementation and continuous improvement of Twigg’s HSE systems and standards. The role provides advice, coaching, and support to employees and contractors to help identify and mitigate workplace hazards while promoting a strong safety culture at the Balama site.

KEY PERFORMANCE AREAS & DUTIES

• Field Inspections & Audits: Conduct and support field observations, safety interactions, workplace inspections, and internal HSE audits.
• Incident & Risk Management: Support incident investigations, manage hazard/risk registers, oversee non-conformance tracking, and follow up on corrective actions.
• Systems & Documentation: Maintain HSE databases, registers, systems, and related technical documentation.
• Compliance & Legal Standards: Monitor compliance with national HSE legislation, company procedures, and operational requirements.
• Environmental Monitoring & Training: Support environmental monitoring, waste management, hazardous spill response, safety inductions, training sessions, and workforce consultations.
• Continuous Improvement & Collaboration: Promote effective use of HSE tools and work collaboratively with operational teams and contractors to strengthen overall HSE performance.

• Experience:Proven experience in Health, Safety & Environment, preferably within mining, construction, or heavy industry.
• Demonstrated experience interpreting and implementing HSE legislation and regulatory requirements.
• Qualifications & Certifications:Relevant HSE qualifications and/or certifications (e.g., ISO 45001/14001, incident investigation, training, or auditing).
• Technical Skills & Competencies:Sound knowledge of HSE management systems, operational risk management, and data management.
• Strong communication, interpersonal, organizational, and facilitation skills.
• Proficiency in standard office applications and computer literacy.
• Languages: Ability to communicate effectively in both written and spoken English and Portuguese.
