The Finance & Compliance Specialist will provide technical leadership in financial management, compliance, and sub-grant administration for the FCI Project in Mozambique. The incumbent will oversee fund utilization, budget monitoring, adherence to donor regulations (e.g., US Government / 2 CFR 200), audit support, and capacity building for local partners such as CHAs and FBOs.
Key Responsibilities:
National Financial Management: Prepare and manage country-level budgets, cash flow forecasts, monthly/quarterly/annual financial reports, variance analyses, burn rate tracking, and lead project financial closeout processes.
Compliance, Risk & Audit Management: Ensure strict adherence to US Government regulations (2 CFR 200), World Vision policies, and statutory laws.
Enforce internal controls, review cost eligibility and reasonableness, and support internal/external audit engagements.
Grants Management & Partner Capacity Building: Oversee the sub-grantee lifecycle (due diligence, pre-award assessments, report/liquidation reviews, and field monitoring visits).
Build the capacity of local CHAs and FBOs in financial management, procurement, and audit readiness.
Systems & Operations Alignment: Coordinate with program, MEL, and HR teams to align budgets and work plans, utilizing financial accounting systems to maintain audit-ready documentation.
Requisitos
Educational Background:
Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. (A Master’s degree in Finance, MBA, Audit, or professional certifications such as ACCA, CIMA, or CPA will be considered an advantage).
Technical Skills & Experience: Strong knowledge of donor regulations (specifically US Government / 2 CFR 200) and national financial regulatory frameworks.
Proven experience in accounting principles, internal controls, treasury operations, and budget monitoring.
Proficiency in computerized accounting systems (SunSystems and Vision experience is desirable) and Microsoft Office Suite.
Strong leadership, team management, problem-solving, and cross-cultural communication skills. Languages: Full proficiency in written and spoken English.
