The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German public-benefit federal enterprise that supports sustainable development across approximately 120 countries. Under the “Strengthening AU’s Health Architecture (SAHA)” project, GIZ is seconding a Digital Health Advisor to the Africa CDC—a specialized technical agency of the African Union (AU) tasked with leading disease surveillance, outbreak response, and public health system capacity building across AU Member States.

Reporting day-to-day to the Head of Division of Digital Health and Information Systems (DHIS) at Africa CDC (with formal line management from GIZ), the Digital Health Advisor leads the Digital Health Unit. The position serves as senior cross-cutting advisor on the digital health portfolio, translating divisional strategy into workplans, managing Member State technical assistance, and ensuring coherence across technical domains (including PHC digitalization, data governance, enterprise architecture, interoperability, AI, and cybersecurity).
Key Responsibilities:
Unit Leadership & Management: Lead the Digital Health Unit; translate divisional goals into annual/multi-year workplans; assign work, supervise staff and consultants, and foster performance.
Strategic & Technical Advisory: Provide evidence-based advice, decision briefs, and options analyses to the Head of Division on digital health policies, frameworks, risks, and emerging tech choices.
Member State & RCC Support: Guide AU Member States and Regional Coordinating Centres (RCCs) in establishing national digital health roadmaps, architectures, maturity assessments, and investment priorities.
Domain Alignment & Architecture: Coordinate technical workstreams spanning digital public infrastructure (DPI) for health, health information exchange (HIE), standards, responsible AI, and data security.
Partnerships & Resource Mobilization: Build strategic relationships across AU organs, donor partners, and technical institutions; lead proposal/concept note development to mobilize resources and prevent system fragmentation.
Portfolio Monitoring & Dissemination: Track portfolio delivery milestones; establish monitoring indicators; promote peer learning, communities of practice, and best-practice documentation across countries.
Requisitos
Educational Background: Master’s degree in Digital Health, Public Health Informatics, Health Informatics, Public Health, Information Systems, Computer Science, Health Systems, or a closely related field (with >= 10 years of relevant experience); ORBachelor’s degree in the same fields (with >= 12 years of relevant experience).
Professional Experience:
Minimum of 6 years of relevant experience at a managerial level, including at least 3 years at a supervisory level.Proven experience leading complex digital health, public health informatics, or health-system transformation programs at national, regional, or international levels.
Experience advising senior leadership and Ministries of Health or government counterparts.Substantive expertise in strategy, HIS, data governance, enterprise architecture, interoperability standards, workforce readiness, and resource mobilization. Multi-country experience in Africa is highly desirable.
Eligibility & Citizenship: Must be a citizen of an African Union Member State.
Certifications (Advantage): Professional credentials in digital health, project management, enterprise architecture, interoperability, data governance, or cybersecurity.
Languages: Fluency in at least one AU working language (English, French, Arabic, Portuguese, Spanish, or Kiswahili).
Full proficiency in English is required; additional AU languages are an asset.
