Energy Project Officer, Maputo, Mozambique (with regular travel to project areas)

PURPOSE OF THE ROLE

The Energy Project Officer plays a key role in supporting the implementation, coordination, and monitoring of Enabel’s Energy Portfolio in Mozambique under the Belgium-Mozambique Cooperation Portfolio 2023–2028 and expanding projects (e.g., GCF PURE Project and EU mini-grid initiatives). Reporting hierarchically to the Energy Transition Expert, the position provides technical, analytical, and operational support across productive use of energy (PUE), integrated energy planning, clean cooking, mini-grids, skills development, and sector governance.

KEY PERFORMANCE AREAS & DUTIES

• Contract and Grant Management: Support the preparation of Terms of Reference (ToRs), grant mechanisms, and calls for proposals; evaluate technical proposals; and monitor contract/grant execution, workplans, and deliverables. Data Analysis and Reporting: Collect, verify, and analyze project data; maintain monitoring tools and databases; and draft technical briefs, reports, and funding concept notes.
• Stakeholder Engagement & Coordination: Collaborate with key national institutions (MIREME, FUNAE), development partners, and local authorities; support energy sector coordination platforms; and facilitate multi-stakeholder dialogue.
• Field Missions & Capacity Building: Organize consultations, training sessions, and workshops; conduct regular monitoring missions to field locations; and document project tools and capitalization lessons.
• GESI Integration: Mainstream Gender Equality and Social Inclusion (GESI) considerations across all portfolio interventions.

• Education: Master’s degree in Energy, Engineering, Economics, Environmental Sciences, Development Studies, Law, or related field.
• Required Experience:At least 4 years of relevant professional experience in the energy sector. Demonstrated experience in off-grid or decentralized renewable energy solutions (e.g., mini-grids, solar home systems, clean cooking, or PUE).
• Experience in contract or grant management, proposal evaluation, and project follow-up.
• Proven experience working with public institutions (e.g., MIREME, FUNAE), private sector actors, and community stakeholders.
• Required Skills: Strong analytical, data management, and report-writing skills. Familiarity with Results-Based Management (RBM) principles and IT tools.
• Willingness to travel regularly across project regions.
• Languages: Fluency in Portuguese and a good working knowledge of English.
• Assets / Nice-to-Have: Experience with GIS, geospatial planning, public procurement, grant facilities, energy financing, and GESI mainstreaming.
