The Government and Partnerships Lead serves as the primary focal point for government engagement, partner coordination, Country Advisory Committees (CACs), and strategic stakeholder collaboration in Mozambique. The role is responsible for driving local ownership, health systems strengthening, policy alignment, and sustainable programme impact for the AGYW-focused HIV programme.
Key Accountabilities & Performance Areas:
Government Engagement & Policy Support: Build and maintain strategic relationships with national, provincial, and district government ministries and agencies. Represent the programme in Technical Working Groups (TWGs) and alignment forums; facilitate government participation in project reviews and support policy/evidence dissemination.
Partnerships & Stakeholder Management: Lead country-level partner coordination within the HIV Instrument. Build transparent relationships with CSOs, NGOs, youth-led organisations, and development partners. Promote meaningful participation of AGYW and youth networks in programme planning and decision-making.
Country Advisory Committees (CACs) & Community Participation: Establish and support CACs in line with project governance. Strengthen community-led monitoring, feedback mechanisms, and community ownership to ensure local accountability.
External Representation & Sustainability: Represent the programme in policy dialogues and multi-stakeholder forums to enhance visibility. Develop transition and sustainability plans to institutionalise successful approaches beyond the EKN project lifecycle.
Requisitos
Educational Background: Master’s Degree in Public Health, International Development, Public Policy, Social Sciences, Governance, International Relations, or a related field. (Additional training in stakeholder engagement, public policy, or partnership management is advantageous).
Professional Experience:
Minimum of 8 years of experience in stakeholder engagement, partnership building, public health, or development programmes.
Proven track record of strong relationships with government ministries and public-sector stakeholders in Mozambique or Zambia.
Relevant experience in HIV, SRHR, adolescent health, or community health programmes.
Experience supporting donor-funded initiatives, civil society engagement, capacity strengthening, and multi-stakeholder coordination.
Core Competencies: Strong diplomacy, political acumen, strategic thinking, negotiation, relationship building, and risk management skills.
Languages: Full proficiency in Portuguese. Knowledge of local languages is advantageous.
