The Provincial Outbreak Officer will provide technical leadership and operational support for outbreak preparedness, detection, and response in Zambezia Province. Seconded to the Provincial Health Directorate (DPS) or Provincial Health Services (SPS), the officer will support the Public Health Emergency Operations Center (PHEOC) and the Incident Management System (IMS) to strengthen provincial emergency response systems and achieve 7-1-7 targets.
Key Responsibilities:
PHEOC & IMS Technical Support: Strengthen PHEOC functionality, operationalize SOPs, support IMS activation/deactivation, and mentor provincial staff across IMS functions.
Capacity Building & Simulations: Facilitate emergency management trainings, simulation exercises, drills, After-Action Reviews (AARs), and apply Total Quality Leadership and Accountability (TQLA) approaches.
Resource Mapping & Stock Management: Coordinate outbreak resource mapping, assess emergency stockpiles, establish secure storage, and pre-position supplies with pharmacy/logistics staff.
Surge Capacity & Outbreak Response: Map and prepare isolation/surge capacity sites, assist Rapid Response Teams (RRTs), and provide technical support during active outbreak investigations.
Partnership & Coordination: Act as EpiC GHS focal point in Zambezia, collaborating with DPS/SPS, district health authorities, IPC committees, and One Health multisectoral taskforces.
Requisitos
Educational Background: Bachelor’s degree in Public Health, Epidemiology, Emergency Management, or a related field. Training in outbreak investigation, IMS, or IPC is a strong asset.
Professional Experience:
At least 4 years of relevant experience supporting or coordinating field-based outbreak responses at the provincial or district level in Mozambique.
Experience working with DPS/SPS, mentoring government staff, and donor-funded programs (USAID, CDC) is preferred.
Technical Skills: Sound knowledge of IDSR and PHEOC operations; data analysis skills (Excel, epidemic curves, line lists); strong coordination and facilitation capabilities.
Languages: Fluency in Portuguese is required; proficiency in English is preferred.
Supervision Given / Received:
Reports primarily to the Senior Technical Advisor for Quality Improvement. May provide guidance to lower-level staff.
