Reporting directly to the Head of the External Relations Unit under the overall supervision of the WFP Mozambique Country Director, the Partnerships Officer will support the strategic positioning, analysis, and cultivation of partnerships as WFP prepares its new Country Strategic Plan (CSP) for 2027–2030. The role focuses primarily on International Financial Institutions (IFIs) and Development Finance Institutions (DFIs), alongside government donors, to diversify funding and support national priorities.
Key Responsibilities:
Strategic IFI/DFI & Government Engagement: Identify and prioritize partnership opportunities with IFIs (e.g., World Bank, AfDB), DFIs, and government counterparts; maintain comprehensive mappings of national/regional financing instruments, pipelines, and eligibility criteria.
Resource Mobilization & Proposal Development: Lead the creation of tailored concept notes, proposals, investment cases, value propositions, and MoUs to secure funding and align WFP programs with national zero-hunger priorities.
Intelligence & Knowledge Management: Analyze donor strategies, corporate intelligence (using systems like Salesforce and Grants360), and financing trends to advise senior management; produce briefs and capture lessons learned across missions.
Partnership Management & Outreach: Maintain relationships with government donors, refine partner profiles, and prepare high-level briefing materials, presentations, and visibility content for corporate dialogue.
Requisitos
Educational Background: Master’s degree or equivalent in Political Science, Economics, International Affairs, Public Administration, Social Sciences, Development Studies, or a related field.
Professional Experience:
Minimum of 7 years of professional experience in strategic partnerships and resource mobilization.
At least 5 years of specific experience working directly with International Financial Institutions (IFIs) and Development Finance Institutions (DFIs).
Proven track record in proposal development, agreement negotiation, value proposition design, and advising senior leadership.
Languages: Fluency (Level C) in English is mandatory. Proficiency in Portuguese is highly desirable.
Technical Skills: Applied knowledge of IFI/DFI structures, funding cycles, and engagement mechanisms. Familiarity with corporate systems like Salesforce and Grants360 is desirable.
