Reporting to the Area Manager and supported by the Country Program Unit, the Emergency Project Manager leads NRC’s operational delivery within the Rapid Response Mechanism (RRM) consortium. The role is responsible for overseeing RRM field teams in Pemba and Mueda, directing cash/digital voucher responses, managing pooled emergency funds, and serving as lead for the RRM Coordination Unit (OCU).
Key Responsibilities:
RRM Implementation: Direct and coordinate cash-based, shelter, and WASH emergency interventions within the NRC-led RRM consortium.
Digital Voucher & Pool Fund: Develop and execute digital voucher mechanisms and manage emergency pooled funds in partnership with consortium members.
Team Leadership & Duty of Care: Manage, mentor, and build capacity for emergency teams in Pemba and Mueda, including performance management and workforce planning.
Context Monitoring & RRM Alerts: Actively monitor context developments and population displacements to trigger timely emergency alerts.
Budget & Project Cycle Management: Develop spending plans, manage project budgets, oversee technical quality, and submit inputs for donor reporting.
Coordination & Advocacy: Represent NRC in the RRM Coordination Unit (OCU), collaborate with local authorities and stakeholders, and advocate for IDP/returnee rights.
Requisitos
At least 3 years of senior-level experience in humanitarian project management within fragile, volatile, or complex environments.
Demonstrated expertise in managing Rapid Response Mechanisms (RRM) or Emergency Response Mechanisms (ERM), preferably with localization approaches.
Technical proficiency in cash-based programming (CVA) and market analysis.
Proven experience in project cycle management, needs assessments, budget tracking, and M&E.
Languages: Fluency in written and spoken English. Knowledge of Portuguese and experience in the Mozambique humanitarian context are strong assets.
Skills: Strong cross-cultural leadership, budget management skills, ability to manage high-volume workloads, and capacity to work in sensitive environments.
